You aren't taxed on your refund. The exception is sometimes for state tax refunds if you itemize. When you itemize the amount you pay in state taxes is deductible. So if you paid $2000 in state taxes you can claim that as a deduction on schedule A. If you get a state refund of $1500 that means you claimed $1500 in deductions that you shouldn't have and the following year that money may be taxable.
I think by "school district" she means local taxes.
