Just a suggestion as well, you could always ask your son about "not being that kind of kid" and ask him, Oh, you dont want to be the kid that saves little boys younger than you from having to see something like that?". That way it puts him in more of a saving position then a tattle-tale/rat position.
Do you have an update for us, what they said or anything?

You and I must think alike as I did make that point to him. I hope he took it to heart.
Well, it took forever for the director to call me back yesterday and she did confirm that "the individual" was caught and the matter was handed over to police. I was annoyed at her not using the pronoun, "he" in speaking about the guy. There is no question as to what sex the offender was. I felt like she was somehow protecting the guy. DS told me that the word at school yesterday was that he was only 15, so I guess that made more sense to me that since the guy was a minor, they don't want to open themselves up to a lawsuit from his family.
Anyway, they are working on a new protocol for the locker rooms, but have not yet mapped it out. Also, there is an offer from the Y to pay for counseling for any of the boys who need it

Oh my goodness! At least the police are involved in this case.
Whatever the 'individual's' age, this was inappropriate behavior in a public place.
Way back when, when we would go on Sunday nights as teenagers to the Y as a youth group, there was always a bathroom/shower attendant present, at least in the girls' bathroom/shower. I never went in the boys', but assumed it was the same protocal there.
A safety net type of attendant.
